A commercial owner carries it under Stewart v. 104 Wallace Street, 87 N.J. 146 (1981). A residential condominium association generally does not: Luchejko v. City of Hoboken, 207 N.J. 191 (2011) held a 104-unit association not liable for a fall on its abutting public sidewalk. Neither case touches what the property itself owns, so entrances, interior walks, stairs and ADA routes stay the owner's to clear either way, and those are the ones hand crews do.
